Each society develops its own social rules to let the population cooperate with one another. And each member of society is obliged to follow the rules. The problem is, that rules are constructed by humans themselves and it is neither perfect nor reliable. Today, the Japanese government lets a woman be killed in order to follow their rules. It is outrageous. It is so challenging for each society to adapt to new circumstances that they have ever imagined when they build up their rules. But, that shows their capability of governing. This incident has exposed that how the Japanese government’s capabilities are low.

どの社会にも独自のルールがあります。それはそこに生きる人々がともに協力していくためです。そして、人々はそのルールに従う義務を負います。問題は、ルールが人間によって作られているものであり、完全でも信頼できるものでもないということです。今回、日本の政府はこのルールを守ることのために一人の女性を死に追いやりました。とんでもないことです。ルール創生当初に想定していなかった新しい状況に如何に対応していくかどうかが、その社会の統治能力を示します。今回の出来事は日本政府の能力の低さを露呈させました。
