The ration of disable people in japan is about 7.4% according to the report 2018. There seem to be a big discrepancy between 7.4% and 15%, however, it may be caused by the different criteria.
There is the stigma in society that disable is not be welcome in Japan. You can see this atmosphere like someone might frankly recommend you ‘prenatal diagnosis’ if you are pregnant. When I talked about ableism with my American friend, I was so surprised to hear that they would consider giving up a baby for adoption, if it has disability. For me, it would be impossible for a disable new born baby to find an adoptive parent in Japan. That was the moment I realized that another society would accept an disable adopted person.

日本では障害者を歓迎しないという社会的な雰囲気があります。例えばあなたが妊娠しているなら、誰かあなたに気軽に「出生前診断」を勧めるかもしれません。私がアメリカ人の友人と障害者差別について話したとき、友人が障害を持っているなら、赤ちゃんを断念して養子に出すかもしれないと聞いて私はとても驚きました。私にとって、障害のある新生児が日本で養親を見つけることは不可能だと感じていたからです。どうやらそれを受け入れる社会もあるのだと、気づいた瞬間でした。
